Bobcat Is Starting Construction

In mid-December, Bobcat will start the construction of our new natural gas storage facility in Port Barre, Louisiana. Bobcat has selected the contractor for the civil work on our project. Sunland Construction, from Eunice, will be our general contractor for the construction of our leaching plant. Bobcat will start construction slowly by building and reinforcing roads and building the matted drilling pad at our main project site off Highway 190. At this time, the traffic will mostly be limited to Highway 190 although some trucks may use alternative routes from time to time.

Here is what you can expect to see and hear during the month of December:

Trucks carrying rock to the project site
Trucks carrying various building materials (for the timber pad) to the project site
Some pounding sounds while we drive the timber piles for the pad. This sound should be minimal; limited to the area surrounding the project site and should not extend into the town of Port Barre

Construction Questions, Comments or Concerns

Bobcat's goal is to be a good neighbor in the community. We know that construction can be disruptive, but it is our goal to make our construction efforts as easy as possible on the local community. During construction, there will be periods of disruption, but we will work to minimize these disruptions where at all possible. If you have questions, a comment or concerns regarding any of Bobcat's construction activities - call the Bobcat construction hotline at 1-877-904-6262. You will be asked to leave certain information in your phone message so the proper Bobcat team member can answer your question. Calls will be returned within 24 hours.

Question of the Month

What is the best way to contact Bobcat if I have questions related to construction?

Bobcat has set up a toll free number (1-877-904-6262) to answer all of your questions relating to construction activities. Please use this number for your construction related questions so we can ensure they are promptly answered. You will be asked for some specific information so your call is routed to the proper Bobcat team member. All calls will be returned within 24 hours, so please leave us a message.

Did you Know?

Approximately 23 percent of the energy consumption of the US comes from natural gas. Over one-half of the homes in the US use natural gas as their main heating fuel. Natural gas is also an essential raw material for many common products, such as: paints, fertilizers, plastics, antifreeze, dyes, film and medicines. We also get propane, a fuel we use in many of our backyard barbecue grills, when we process natural gas. Industries depend on it. Natural gas has thousands of uses. It's used to produce steel, glass, paper, clothing, brick, electricity and much more!

What safety measures will Bobcat use at its Port Barre facility?

The safety of our facility, our employees and the local community is a top priority to Bobcat Gas Storage. the Bobcat facility will be engineered and constructed to meet or exceed regulatory and modern industry standareds. Bobcat will work with all federal, state and local 'stakeholders' to ensure that our facility is constructed and operated safely. Bobcat will isntall state of the art control systems to provide reliable, real-time monitoring of our operations. The Bobcat facility will be staffed 7 days a week, 24 hours a day and will be inspected regularly to comply with DOT and Bobcat's operational requirements (some equipment will even have daily inspections).

What's Happening With Bobcat

Please join me in welcoming 2 new members to the Bobcat team. Tom Dill has joined Bobcat as our CEO and Dave Bergquist will be our new head of engineering and construction. Both Tom and Dave have extensive, proven storage development and construction experience. Their addition to the Bobcat team shows our dedication to having the best possible team to build a safe and reliable facility and to meet the needs of the local community and our customers.

Bobcat is moving ahead with the last stage of development before we start construction. Although it may not look like we are busy; behind the scenes we are finalizing engineering drawings, evaluating and ordering equipment, developing our plan for construction and getting commitments from our future customers.

You will start to see our team more in the local community providing updates, supporting local events and obtaining the local permits that we will need to complete our project. Please let us know of any local upcoming events and festivals—we want
to start becoming a more active part of the local community. As always, let us know if you have any questions or suggestions.

Community Open House Planned

Our next Open House will be held from 6:00-7:30 on Thursday, October 26th at The Chicken King Meeting Hall. Bobcat representatives will provide an update on the project and information on future jobs and contract opportunities. We will send out invitations, run a meeting notice in the newspaper and post the meeting details in the local area. Question of the Month

What is the best way to contact Bobcat regarding future construction jobs and permanent jobs?

Bobcat will hire contractors to oversee many different aspects of our facilities construction. Most of the temporary construction jobs will be managed by these contractors. The contractors will be responsible for “staffing” up their individual crews—and will make the final decisions on hiring. As we have stated from the beginning, Bobcat is committed to hiring locally and will encourage all of our contractors to use this same approach. Bobcat will hire directly for the permanent jobs at our facility
and will utilize the web site to provide more detailed information on job availability and the timing for these jobs. At the open house, Bobcat will have a table where a Bobcat representative can answer
your questions on future employment.

Bobcat Gas Storage Receives Approvals

On July 20, 2006, Bobcat’s underground natural gas storage project proposed in Port Barre, LA received its federal approvals from the FERC in Washington, DC. Bobcat’s project approvals were coordinated with many federal and state environmental agencies. Bobcat has enjoyed working with local officials and will continue this work to plan and coordinate its project schedule to obtain any local permits necessary for the completion of our project.

We are excited about receiving our Federal approvals; this is a tremendous milestone for our project and is a good signal for the local community that the construction of our project (and the associated materials and labor contracts and permanent jobs associated with Bobcat facility) is just around the corner. As we have mentioned many times in the past, Bobcat wants to be a good neighbor. We will be more active in the local community as we keep you updated on the progress with our project. Question of the Month

How did the FERC decide that the Bobcat Project site was a good location and that the project should be approved?

The FERC took many factors into account when approving the Bobcat project and its location including inputs from landowners, federal, state and local agencies including the LADNR which regulates underground drilling in Louisiana. The biggest benefit of Bobcat’s location is that it is located on a Greenfield salt dome that has not been used by underground storage. Also, there are no underground features like existing caverns or salt mines on the Port Barre salt dome near the Bobcat project site that could be affected by the creation of the Bobcat storage facility. The agencies all determined that Bobcat’s facility will also have no effect on any scenic or recreational waterbody like a local lake or river or affect the local groundwater.

1st Annual Photo Contest

What is FERC?

The Federal Energy Regulatory Commission (FERC) is an independent government agency, officially organized as part of the Department of Energy. FERC's purpose is to protect the public and energy customers by making sure that regulated energy companies are acting within the law.

The Commission is composed of 5 members, known as Commissioners. The Commissioners are appointed by the President of the United States with advice and consent of the Senate. There is no review of FERC's decisions by the President or Congress, making FERC independent from pressure by the branches of the government. The FERC pays for itself by recovering its annual costs from the industries it regulates.

FERC is responsible for:

Regulating the interstate transmission of natural gas, oil and electricity
Regulating the wholesale sales of electricity and oil
Licensing and inspecting hydroelectric projects

Approving the construction of Interstate natural gas pipelines, storage facilities and liquefied natural gas (LNG) terminals.

Question of the Month

Can I get a copy of the information in Bobcat's FERC filing?

Bobcat Storage will put a copy of the filing in the City Hall of Port Barre and a local branch library. Bobcat will also be sending out notification letters to all of our landowners along the project. These letters will provide more information on the project and give details on how the project will be handled at FERC.
